Every morning, Dale C. Davies, the lone contractor repairing stairs at Town Neck Beach, climbs down a ladder perched against a newly carved cliff of sand. Mr. Davies has worked quickly and steadily for the past two weeks and expects, weather permitting, that he will finish the stairs and railings in about two more weeks.
