The town's huge goals to clean up its waterways and provide wastewater treatment to its businesses and residents must start with simple steps that will not require that taxpayers dig into their pockets. Health Agent David Mason said the first of these steps will be an in-depth analysis of the town's pond waters to see which nutrients are causing algae blooms and other problems.
